MANDELA BAY DEVELOPMENT AGENCY:
The Mandela Bay Development Agency (MBDA) is a municipal entity of the Nelson Mandela Bay Municipality (NMBM) and was established in 2003 to spearhead urban renewal and economic revitalisation in the inner city of Port Elizabeth. The city has over the past 15 to 20 years experienced urban decay and economic decline and the NMBM, together with the Industrial Development Corporation introduced the agency concept as a business and a development arm of the NMBM with a specific mandate to project manage regeneration and reinvention of the inner city, with a view to promoting economic and tourism development for the benefit of the entire Metro.
The MBDA must therefore initiate, promote and manage private and public economic, social, cultural, environmental and infrastructure programs, hereby transforming its designated Mandate Area into a growth point in the Metro.
THE STRATEGIC SPATIAL AND IMPLEMENTATION FRAMEWORK (SSIF)
As its first priority the MBDA announced a proposal call for the preparation of a "Master Plan" for the Mandate Area. The aim of the study was to develop a SSIF that could be used to guide all development within the Mandate Area. This document is an operational and financially linked programme to facilitate, guide and orchestrate redevelopment and new development within the Mandate Area.
The aspects of the study include the status quo (Market analysis, Traffic and Transport, the Spatial Development Framework for the NMBM, Zoning, Spatial Planning Policies, Land Ownership, Precincts and Sports, Heritage, Arts and Culture, National Ports Authority master plan), a vision and concept for the Mandate Area, the identification of a number of priority projects, a summary review of these projects, identification of the role of the MBDA, a 5 year implementation plan and a summary of the conclusions.
BUFFALO CITY DEVELOPMENT AGENCY:
The Buffalo City Development Agency (BCDA) was registered as a section 21 company with the Registrar of Companies under the Companies Act of 1973. It was established in terms of the provisions of the Municipal Systems Act (2000) and the Municipal Finance Management Act (2003). The Agency is governed by a Board and it is administered by a Chief Executive Officer. The Board was appointed in September 2005 and there are three (3) Board members

The vision of the Agency is to change the face of Buffalo City Municipality through sustainable socio-economic development.
MISSION:
The mission of the Agency is to increase the prosperity of Buffalo City and its citizens through the identification of under-realised property assets in public ownership and the facilitation of their development by partnerships involving municipal, business and community actors.
The BCDA will undertake these developments in ways that promote the redistribution of economic opportunities, the long term fiscal sustainability of the Buffalo City Municipality and the attractiveness of Buffalo City to tourists and its citizens.
