Provincial Government

INTRODUCTION:

The Province of the Eastern Cape is one of nine provinces governed by the Constitution of South Africa. The Constitution provides for the separation of powers between the Executive, Legislative and Judicial functions of provincial government, with appropriate checks and balances to ensure accountability, responsiveness as constitutional principles.

The Executive is concerned with the administration of the government of the province and with executing the laws of the province. The chief executive is the Premier who is supported by an Executive Council.

The administration is separated into two major levels - political and administrative. The political level consists of the Premier and the Members of the Executive Council (MECs) and the administrative level consists of the Director-General (chief official) and a number of departments and offices.

Each department and office falls under the political control of either the Premier or MEC, while the administrative head of each department or office is an a-political career public servant who liaises on a day-to-day basis directly and as necessary with the political office-bearer concerning policy and programmes making up the line functions of the department or office concerned.

The Legislature is elected democratically by universal suffrage and is concerned with debating and passing laws for the province.

The Legislature of the Province of the Eastern Cape consists of 63 members from who are elected a Speaker, who chairs the meetings of the Legislature, a Deputy Speaker, Leader of the House and Whips.

An Eastern Cape which is devoid of the inequalities of the past, unified through an integrated and sustainable, economic, social and cultural development; thus providing acceptable quality of life for all its people in the context of a united, non-racial, non-sexist and democratic South Africa.

MISSION:

To provide accessible, good governance through sound comprehensive and integrated development programmes so as to optimise the utilisation of the Eastern Cape’s socio-economic and natural resources to enable all its present and future generations to enjoy a good quality of life.
